Mr. Charles AllenMr. Charles Allen
Under Secretary for Intelligence and Analysis
Department of Homeland Security

Mr. Charles Allen is the Under Secretary for the Department's Office of Intelligence and Analysis reporting directly to Secretary Chertoff. In this role, he is responsible for coordinating with the Intelligence Community and providing guidance on Homeland Security specific issues.

Prior to joining the Department of Homeland Security, Mr. Allen served as the Assistant Director of Central Intelligence for Collection since June 1998. In this capacity, he was responsible for Intelligence Community collection and requirements management and reported to the Deputy Director of Central Intelligence (DDCI) for Community Management. Mr. Allen also chaired the National Intelligence Collection Board, which ensured that collection was integrated and coordinated across the Intelligence Community.

A native of North Carolina, Mr. Allen served in the CIA since 1958, holding a variety of positions of increasing responsibility both in analytic and managerial capacities. From 1974-1977, he served overseas in an intelligence liaison capacity and from 1977-1980 held management positions in the Directorate of Intelligence. From 1980 to November 1982, he served as a program manager of a major classified project, reporting to DDCI's Carlucci, Inman, and McMahon, respectively.

In December 1982, Mr. Allen was detailed to the Office of the Secretary of Defense, Department of Defense, where he held a senior position in strategic mobilization planning. In 1985, Director Casey asked Mr. Allen to return to CIA in the capacity of a National Intelligence Officer (NIO) for Counterterrorism. In February 1986, he also was appointed Chief of Intelligence in CIA's newly established Counterterrorist Center. As NIO for Counterterrorism, he represented the DCI in a number of interagency committees, including the chairing of the Interagency Intelligence committee on Terrorism, and serving as a member of the Interdepartmental Group on Terrorism (IG/T) and the National Security Council's Terrorist Incident Working Group. Following this assignment, Mr. Allen served as the NIO for Warning from 1988 to 1994. In this capacity, he was the principal adviser to the DCI on national-level warning intelligence and chaired the Intelligence Community's Warning Committee.

Mr. Allen was awarded the National Intelligence Medal for Achievement in 1983 by DCI Casey and the President's Award for Distinguished Federal Civilian Service in 1986 by President Reagan. In 1991, he was presented the CIA Commendation Medal for provision of warning intelligence in Desert Shield/Desert Storm. In October 2005, CIA Director Goss awarded Mr. Allen the Distinguished Intelligence Medal, the CIA's highest and most coveted award. In addition, the Office of the Director of National Intelligence Negroponte awarded Mr. Allen the National Intelligence Distinguished Service Medal in October 2005.

Mr. Allen completed a Bachelor's degree as well as graduate studies from the University of North Carolina. He is a Distinguished Graduate of the U.S. Air Force Air War College.

In January 2008, Glenn A. Gaffney was appointed as Deputy Director of National Intelligence for Collection. In this role, Mr. Gaffney works on behalf of the Director of National Intelligence to coordinate and integrate the collection efforts of the 16 intelligence agencies and ensures that the DNI priorities are appropriately reflected in future planning and systems acquisition decisions. Mr. Gaffney recently served as the Deputy Director for Science and Technology. In 1996, the DS&T and DO established the Clandestine Information Technology Office; the predecessor to today's IOC. Mr. Gaffney was part of a team which laid the foundation for this new office and established its targeting program for DO Information Operations. After joining the DS&T in 1997, Mr. Gaffney served CITO and IOC as Chief/Targeting and Analysis, Deputy Chief/Programs, Policy, and Resources, and then Chief/Computer Operations. He was appointed Deputy Chief/IOC in October 2002 and Chief/IOC in November 2005. Mr. Gaffney began his career with the CIA in 1986 as a technical analyst in the Directorate of Intelligence (DI) responsible for the analysis of Soviet space systems and space launch vehicles. His experience in this area led to a position as a senior analyst in the former Office of Scientific and Weapons Research where he was increasingly involved in supporting the Directorate of Science and Technology (DS&T) and the Directorate of Operations (DO) in designing and conducting clandestine technical collection operations to address critical technical intelligence gaps. Mr. Gaffney also led and participated in a number of DI technical research projects focused on developing and evaluating new collection techniques and approaches in support of the DS&T and the National Reconnaissance Office. Mr. Gaffney served two tours as a branch chief in the DI. He led a team responsible for technical analysis and intelligence production on foreign abilities to conduct air warfare against the US. During his second assignment, Mr. Gaffney established the CIA's first analytic team dedicated to assessing foreign Information Warfare threats to the US and providing technical targeting support to DO and US military Information Operations efforts. Mr. Gaffney was born and raised in New Jersey. He earned a Bachelor of Science degree in 1986 in Engineering Science with a specialty focus in astrophysics from the New Jersey Institute of Technology.

Director Michael V. Hayden
Central Intelligence Agency

Michael V. Hayden became the 18th Director of the Central Intelligence Agency on 30 May 2006. As DCIA, he leads the Agency and manages the Intelligence Community’s HUMINT and open source collection programs on behalf of the DNI.

After 39 years in the U.S. Air Force, Director Hayden retired from active duty on 1 July 2008 with the rank of General. He was until then the highest-ranking intelligence officer in the Armed Forces.

Director Hayden has wide experience in leadership positions throughout the Intelligence Community. From April 2005 to May 2006, he was the first Principal Deputy Director of National Intelligence. Prior to that, he served for six years as Director, National Security Agency/Chief, Central Security Service (NSA/CSS), Fort George G. Meade, Maryland. Director Hayden was Commander of the Air Intelligence Agency and Director of the Joint Command and Control Warfare Center, both headquartered at Kelly Air Force Base, Texas, from January 1996 to September 1997. From May 1993 to October 1995, he served as Director, Intelligence Directorate, U.S. European Command, Stuttgart, Germany.

Director Hayden also has held senior staff positions at the Pentagon, the National Security Council, and the U.S. Embassy in Sofia, Bulgaria, as well as serving as Deputy Chief of Staff for United Nations Command and U.S. Forces Korea. He entered active duty in 1969 as a distinguished graduate of the Reserve Officer Training Corps program.

Director Hayden holds a Bachelor of Arts degree in history and a Master’s degree in modern American history from Duquesne University. He was born in Pittsburgh, Pennsylvania, on 17 March 1945. He and his wife, Jeanine, have a daughter and two sons.

Ms. Christine McKeown
Assistant Deputy Under Secretary of Defense (Intelligence)
Analytic Concepts and Strategies

Ms. Christine McKeown is the Assistant Deputy Under Secretary of Defense, Analytic Concepts and Strategies for the Under Secretary of Defense for Intelligence. She serves as the Department of Defense Analytic Mission Manager and provides direction and oversight for all Department of Defense intelligence analytical functions. Prior to her current assignment, Ms. McKeown served as the Defense Intelligence Agency (DIA) Executive Representative to National Geospatial-Intelligence Agency (NGA) for two years. She was appointed to this position in June 2005 and was the first individual selected to serve in this liaison position. She was appointed to the Defense Intelligence Senior Executive Service in March 1998 and has held assignments with DIA as the Chief, Plans, Programs and Operations Staff and as the Chief, Office for Middle East and South Asia. During this assignment, Ms. McKeown was responsible for strategic analytic assessments on the Middle East and South Asia for the U.S. military commands and the Secretary of Defense. Her awards include the DIA Director’s Exceptional Civilian Service Award and the NGA Medallion for Excellence. She is an alumnus of the Intelligence Community Senior Leadership Program and Executive Leadership Program. Ms. McKeown earned a B.A. from Colby College, a M.A. in International Affairs from the American University, and a M.A. in National Security and Strategic Studies from the Naval War College.
